Війна і тортури: Форпост моніторить ситуацію з катуваннями у прифронтових містечках

 

            

Минулого тижня ми відвідали прифронтові містечка Донецької області. Метою чергової подорожі було налагодження контактів з місцевими активістами та громадянами в інтересах людей, які можуть потребувати нашої допомоги, а саме – психосоціальних та медичних послуг.

Протягом п’яти довгих років війни ми спостерігаємо безліч її жахливих про явів, в тому числі – й найрозповсюджені інструменти – тортури, які з плином часу перекочували з підвалів для військовополонених і закритих пентенціарних установ в буденність мешканців прифронтових містечок та селищ. Викрадення та катування як спосіб залякування та вимагання використовуються по обидві сторони конфлікту. Наразі наша задача полягає не тільки у роботі з постраждалими від насильства особами, а і у тому, аби привернути до цієї проблеми якомога більше уваги. У майбутньому це допоможе провести широку адвокаційну кампанію та викорінити в нашому суспільстві толерантність до тортур і насильства.

В Авдіївці ми ознайомилися з історією місцевих мешканців, які пережили викрадення, приниження гідності та погрози фізичної розправи. Наразі постраждалі ведуть боротьбу за покарання винних у цьому злочині, який відбувся на підконтрольній Україні території. Втім, варто пам’ятати, що в цьому місті проживає чимало інших громадян, що відчули на собі всі жахи катувань. На запит наших співгромадян, які пережили знущання, або жорстоке чи принижуюче гідність поводження, так і будь-кого, хто діє в інтересах постраждалих, фахівці команди Центру психічного здоров`я та травматерапії Форпрост HELP надають безкоштовні психосоціальні та медичні послуги на території Донецької та Луганської областей. В поточному та початку майбутнього року ці послуги профінансовані завдяки проекту «Боротьба з катуваннями та жорстоким поводженням в Грузії Вірменії та Україні», який реалізується GCRT за фінансової підтримки ЄС.

Після Авдіївки ми відвідали наше улюблене селище Зайцеве та КПВВ “Майорськ”. Під час спілкування з головою місцевої ВЦА нас запевнили, що з місцевою громадою періодично працюють психологи з неурядових організацій. Також належну увагу приділяють і дітям, які вимушені навчатися в умовах постійної небезпеки. Разом із цим, нам стало відомо, що у Зайцевому існують певні проблеми із забезпеченням потреб осіб з обмеженими можливостями.

Окрім того, через наших колег з Правозахисної групи «СІЧ», які у той самий період здійснювали моніторинг виправних закладів у м. Селідове і м. Бахмут, ув’язнені отримали інформацію про можливу допомогу з боку нашої організації, у тому числі для засуджених, які були передані Україні з непідконтрольних територій. Вже того дня ми отримали декілька запитів на допомогу. До речі, Форпост понад півтора роки не розповсюджував інформацію про надання безкоштовної допомоги з причин завершення фінансування, а от потік клієнтів до Центру психічного здоров`я не закінчувався і навіть кінця-краю йому не видно, що свідчить про нагальність проблеми.

Що ж стосується КПВВ “Майорськ”, то на перший погляд тут облаштовано усе для того, щоб у разі потреби громадяни мали змогу повідомити державним та міжнародним організаціям про порушення їхніх прав, в тому числі й про випадки катувань. А от докладніше читайте у нашому матеріалі за посиланням.

War and torture: Forpost monitors the situation with torture in front-line towns

Last week we visited the front-line towns of the Donetsk region. The purpose of the regular trip was to establish contacts with local activists and citizens in the interests of people who may need our help, namely psychosocial and medical services.

During the five long years of the war, we are witnessing many of its terrible manifestations, including the most commonly used instruments – torture, which with time passed from basements for prisoners of war and closed penitentiary institutions to the commonplace of inhabitants of front-line towns and villages. Abduction and torture as a means of intimidation and extortion are used on both sides of the conflict. At the moment, our task is not only to work with the victims of violence, but also to attract as much attention as possible to this problem. In the future, this will help to hold a broad advocacy campaign and eradicate tolerance in torture and violence in our society.

In Avdeevka, we became acquainted with the history of local residents who survived the abduction, humiliation of dignity and the threat of physical harassment. Currently, the victims are fighting for the punishment of the perpetrators of this crime, which took place in the territory under the control of Ukraine. However, it is worth remembering that in this city there are many other citizens who have experienced all the horrors of torture. At the request of our citizens who have survived abuse, or cruel or degrading treatment, and anyone who works for the benefit of the victims, the team of the Center for Mental Health and Trauma Therapy Forprost HELP provide free psychosocial and medical services on the territory of Donetsk and Luhansk areas. In the current and next year, these services are financed through the project ” Combatting Torture in Georgia, Ukraine and Armenia “, which is being implemented by the GCRT with the financial support of the EU.

After Avdeyivka we visited our favorite village Zaitsevo and KPVV “Majorsk”. During the conversation with the head of the local MCA, we were assured that psychologists from non-governmental organizations periodically worked with the local community. Also, due attention is given to children who are forced to study in conditions of constant danger. Along with this, it became known to us that Zaytsevo has some problems with the provision of the needs of people with disabilities (link to be provided separately).

In addition, through our colleagues from the Human Rights Protection Group “SICH”, who during the same period monitored correctional facilities in the town of Selidovo and Bakhmut, prisoners received information about possible of assistance from our organization, including for convicts, which were transferred to Ukraine from uncontrolled territories. We received several requests for help on that day. By the way, Forpost for more than a year and a half did not distribute information on the provision of free assistance for the reasons for the completion of funding, but from the flow of customers to the Center for Mental Health did not end and even the end-to-edge, it does not see, which indicates the urgency of the problem.

With regard to the KPVV “Majorsk”, at first glance, everything is arranged so that, if necessary, citizens were able to inform state and international organizations of violations of their rights, including cases of torture.
